Good rubber, but crackly hoses - nasty coolant

The rubber hoses seem to be in very good condition, but if I squeeze them I can feel some crackling from what feels like a layer caked onto the inside. My coolant does look pretty nasty, with some crusty stuff on the inside of the radiator lid and in the reservoir. I did have it dumped and refilled by a shop a few months back.

I've always used the orange stuff and that's what was in there when I bought the truck. I've had zero overheating issues, even on well over 100 degree days. But is this a concern or is this just normal for these?

This is one of the many reasons why I hate dex cool. That crackling crap reduces heat transfer.
