Door panel help

I can't seem to keep door panels on my driver side door. The metal skin that the window motor bolts to won't stay on all the way and always breaks loose at the bottom if I roll down the window too far. I've had it riveted multiple times and even sheet metal screwed it in and still have the same problem

your window regulator is pushing against the door panel to hard when the window is almost all the way down would be my guess. but I wouldn't think its strong enough to bust it off like that.
