Is it common for a '98 3500 to not have even a driver's air bag? Even on the passenger side where it looks like an air bag belongs is just a cubby.

Yup, my '00 doesn't have airbags. Something in the FMVSS (federal motor vehicle safety standard) about vehicles over 8600 gvwr were exempt for a bit.
