The correct procedure for ANY pushrod motor is to rotate the crank until you see the intake just start to open...

At this point the exhaust lifter is on the base of the can. Adjust the exhaust for that cylinder. On a V8 you can do two at a time.

Move on and do each cylinder, then do the intake the same way.

Or set #1 at tdc on compression stroke and then adjust exhaust valves 1, 3, 4, 8 and intake 1, 2, 5, 7. Then you spink the crank around 1 full time, which puts #6 at tdc compression stroke and adjust the remaining valves. This is the way I usually do it.
