Truck failed inspection because cat too close to floor. Cheap fix?

What is the cheapest/easiest way that I can adjust this cat lower, the shop that did my inspection says it is too close to the floor. I have a hot snot welder, just never worked on exhausts before and don't have a lift, only a floor jack and a set of jack stands. Maybe there is a quick easy fix...

Can't get the E Brake cable back into the brake shoe?

For the life of me, I cannot pull back the spring on the E Brake cable far enough to put the knob on the end of the cable into the brake shoe. Am I missing something here? Any way to loosen up the tension on this spring? 2000 C2500, 14 bolt SF

Serious Rust Repair (floor pan replacement)

Had fun with this one 2000 GMC C2500 When I looked at the truck, there was a dime-size rust hole in the driver floorboard. Rockers and cab corners were solid. When I got home and pulled up the carpet to fix the hole, the rest of the floor came with it: So I chopped the rest of it out...
