Positive Ground

I have a 1990 c1500 sclb with the 4.3/NV3500 I pulled the engine to put new gaskets on and then dropped the engine back in. No wires were pinched and all wires are put back to where they belong. Traced the wire giving me the problem. Its the wire that comes from the junction block and goes inside the cab below the anti-freeze reservoir. When the wire is touched to positive terminal, I am getting juice to the engine block and dome lights. Then when I turn key ignition, dome lights cut out but I am still getting positive juice to the engine block. I never touched anything inside the cab when pulling the motor so I am very confused. Any help would be wonderful, Thank you!

What's wrong? What doesn't work?

What on the engine block needs "juice"?
I am getting a positive current sent to the engine block for some reason. I have a 12v light tester connected to the negative terminal on the battery and when I touch the engine block my tester light lights up. And as soon as I try to start the truck, all inside power cuts out.

You can't have a positive charge on the engine block if the battery negative cable is properly connected. The charge would instantly drain through the negative cable. If the current were high enough, it'd blow the fuse(s), pop circuit breaker(s), melt wiring, etc.

Disconnect the negative battery cable on both ends, clean the connections, verify that the cable isn't corroded under the insulation. Reconnect securely. Try starting the engine.

Man, I have heard of, but never seen a battery that has reversed its polarity. I dont know how or why and cant understand it. I almost dont believe it but maybe this has happend?
We had that happen to a set of cart batteries at the shop. It usually happens from improper charging cycles. Battery drains to low, is over charged, ext. The polarity stitches inside of the cell, on the plates. As of the OPs issue, IMO, he probably has a short to ground on the engine block some where.

check the starter and the fuselink.. I have seen instances where the selenoid/starter shorted and sent power through it's case. Not sure what the other wire you're touching is but you have power coming from somewhere and ecm's don't like to be powered up through the ground system. Do double check to make sure nothing pinched. Only you were there to know if you somehow smushed the wiring between the block and trans case at any point in time.

The block isn't grounded.
Not trying to argue, but yes 5ue engine block is very much grounded. On my 97, there is a ground wire, rite next to the harmonic balancer, on the block. When I did my big 3 upgraded, I add an extra ground wire to that same bolt. In my case, I add 4 extra ground wires all together. 1 on the engine block, 1 on the frame of the truck, 1 on the cab of the truck, and 1 on the alternator case. Then I added 1 more wire, but this was a positive added to the OE alternator charging wire. Here is a pic of my truck and the ground on the block
