I had the same issue with leds on mine. Just replaced the housing with an aftermarket one

Gents, I replaced all my exterior lighting on my 99 K1500 Suburban with LED except for the 3rd brake light. Initially I had problems with my flashers and hazards until I replaced my flasher control relay under the dash with a digital one I found on EBAY. Fixed all my problems. Hope this helps.

Don't need to buy the EP-29 online. Cadillacs of these same years were the first GM's to go digital. It's a factory part. Most parts stores will have them on the shelf. Same general price as the stock replacement.
But IIRC, the EP-29 is for 95+. Some trucks require a different part number. Not sure. Could be just the first couple of years use the different one. My trucks are '97 & '98, so no experience with the early trucks.
Someone here knows the number. .
