Its was a valve I believe that regulated flow to stiffin steering in city or highway driving.
I think your right.
IIRC, it was an early attempt at "speed sensitive" steering.
To allow more pressure or flow when you turned the wheels while stopped or moving real slowly, like when parallel parking.

It's funny cause there trying to bring it back for the new 21 or 22 trucks, suvs I think :) although its electric steering

quick question, where does this plug into? It comes out where the maf sensor wire goes into the rest of the harness.

I'm gonna have to look at mine. However mine is a 98 2wd suburban. I dont recall that plug lol. But I'll have to look to confirm

That looks like the cable for the underhood light. If you have one of those then it's probably for the reel light that is optional.
