After getting a replacement bolt (no change), going to the next largest bolt is what I tried. I may have it backward (it’s been a while) but I think the stock bolts are metric, so I went with the SAE equivalent which is just a hair larger diameter. Or it was standard and I went with metric? The bolt head will tell you if it’s metric or not. You’ll want to match the comparable grade.

For me, it was too hard to get the larger bolt through the shock bushing and it was gouging up the bushing barrel. I was pissed and ditched the brand new shocks in favor of new stock brand Bilsteins. No more issues.
Your results may vary, but a different bolt may work for you.
Edit: I think this is the top bolt, it’s metric grade 10.9:
