Hole in Frame

So im looking for opinions on this picture. And @sewlow If i were to drill a 1 inch or so hole in this frame rail Down past these bolt heads,would this be a problem? This is a 07 camry 2.4 passenger side. Im making an access hole to a belt tensioner upper bolt (to fit a socket and impact through the wheel well). Ive tried removing it the right way (removing mount bolts and lifting engine to access bolt from above) but the wrench begun to round the bolt head with no progress, so im looking for a more serious solution with impact power:

That is a very important structural part. You could cause problems down the road at best. Worst case if you ever get in an accident it could change the crash performance for the worse.

No. Unless you can find an OEM recommendation for this modification on the actual Toyota TIS pay site, you should not drill a hole.
It is a structural part and is not only important to the structural strength of the vehicle, it is very important to air bag timing. Weakening or strengthening the structure can cause the airbag or seat belt pretensioners to not deploy at the proper time. You would be liable for anyone riding in the car when you or anyone else owns it.
