Fuel Gauge Always E

Ever since my burb the gas guage is always a little bit more than empty. I THINK (don't quote me on this) I've seen it move like 1 or 2mm but maybe I was imagining it.

I have recent receipts for fuel pump and sending unit before I bought the truck.

Is it the stepper motor? Will this fix it?
