Adjusting Headlights

One of the adjuster screw's is side to side adjustment and the other is up and down.

I tried that, and it's still ****-eyed. My driver's side shines over to the right.. I can't seem to get it adjusted.

Outer screw is up-and-down. Inner is left-and-right.
