91 with an old carb 350

I just got a customized 91 GMC 1500. It is a real mess. It has an old 350 with a turbo 400. Wires have been cut etc. I am trying to get it running. It turns over but won't start. I have pulled the distributor and cardb to have them looked at. Working on a crossmember, throttle linkage and shift linkage to start. Might be too far gone and just junk or sell it. Anyone close or have ideas? Not sure about the VATS, that might keep it from starting.

It might be too far gone to salvage. Wiring has been cut, the computer is no longer in the system have to figure out the fuel system, still has a TBI fuel pump in the tank and the list goes on. Any help is appreciated before I send it on.

In order to run, an engine needs:
1. A burnable air/fuel mix, not too rich, not too lean,
2. Compression,
3. Spark across the plug gap, at the right time,
4. An exhaust system that's not overly restrictive.

Which of these don't you have? Are you missing MORE THAN ONE OF THESE?

What is the fuel pressure?
Will it run if you supply a drizzle of gasoline down the carb primary venturis?
What is the cranking compression of all eight cylinders?
What is the initial spark timing?
Cap, rotor, plug wires, spark plugs in good condition--plugs not fouled, ignition coil and module have power?
Catalytic converter plugged? Missing? Mouse nest in the muffler?

VATS is not an issue in '91.
