4l60e 1-2 accumulator piston?

when i drive the truck normally the 1-2 shift is a lot higher rpms than 2-3 and it shifts at lower rpms, and when i go all the way to WOT it almost red lines before shifting into 1-2, is it suppose to shift at these points? ive never really looked at the rpms for 2-3 and i will next time when normal driving and WOT but just from hearing it shift its a lot lower rpms
