4 WD fuse keeps blowing

I just purchased a 1989 Cheyenne and found that the 4-wheel drive does not work. I checked the fuse and it was blown. I replaced it with another ait blew immediately. Any thoughts?

The actuator failed on mine and it would blow the fuse. I disconnected it and the fuse didn't blow. Plug it back in and poof!

I replaced the actuator on mine and its still blowing fuses, everytime I turn the ignition on.
