Here's some rudimentary info re. OBDII. First thing is to check pin 16 for battery voltage.
Looking at front of dash connector, top row is pins 1 - 8 from left to right. Bottom row is pins 9 - 16 from left to right.
Pin 16 is Battery+. No power is usually blown fuse.

I've got a 700-R4 in my 68 C10. I use a toggle switch on the dash to control the ground for the TCC solenoid. Completing the ground will lock up the torque converter clutch. Breaking the ground will disengage the TCC.
To hook up, you only need two of the four pins on the trans connector...
Not sure of the differences between your 97 and my 94 C1500, but I had somewhat similar problems with my speedo. Ended up being the circuit board in the cluster that controls the tach and speedo. Couldn't get a replacement circuit board, so a junkyard cluster solved my problem.

Yep. The new (to me) cluster from LKQ fixed my erratic speedo problem. Still haven't looked into swapping the odometer yet. I also plan to take a look at the old circuit board to see if I can spot any fried resistors or other obvious problems, but I'd guess it's mostly surface-mount stuff so...
