Front Shock Bushings

Picked up new Bilstein front and rear shocks for my C1500.

The rear was simple and straightforward. The front however. I have everything tightened down as much as I can, I cannot get these bushings to crush and expand to the width of the washer. I am using a wrench while tightening and holding on to the top of the shock, but it’s slipping and starting to round.

I saw in the service manual these are only supposed to torque these nuts to 11Nm. So I am over torquing?

Big ol set of vise grips may help.
Your bushings are probably a lot stiffer than your old ones.
