Doesn't matter. Either way you're putting a wrench on top and a ratchet on the bottom. This whole thread has been an exercise in overthinking. If it's seized shut, see Komet's advice.

Lol, I don’t think it would matter as long as they’re tight. But, if nut fell off mine, the bolt straight down might get you home.
