and is there a big difference in look if i dont buy rear bumper relocation? it says optional for appearence. is the rear bumper kit something i should buy and is it easy to install?

You will definitely want that re locator, and I'll explain why.

Your bumper is bolted to the frame of your truck, when you do a body lift, the box, cab and such are lifting 3" off the frame, leaving your rear bumper at the factory spot, so there will be a 3" gap in between the bottom of your tailgate, and your rear bumper. It looks awful, but I see a lot of guys leaving them there after a body lift (I'm one of them). I just don't have the time or extra money right now to spring for a $62 set of brackets. The re locators can be easy to install if your rear bumper inst rusted on the truck, I had a hard time getting 2 of the bolts out from the outside brackets on the inside of the rear bumper, I ended up cutting them out. but they basically just bolt on to factory holes in frame, and you bolt the bumper on them brackets, which moves the holes 3" higher. Then I guess you throw away your outside bumper brackets, I don't know for sure.

I have a 95 with 4x4 shift on the floor, if i do a 3" BL am i going to have to mess with the shifter?

I'm pretty sure there is a small piece to extend the linkage on that lever, I think all kits come with them, I might even have one in my box, not too sure though.
