Cleaning rims

I just picked up a set of rims off a 2500 HD over the weekend for my son's C2500. The outside of the rims aren't too bad but the inside of the rims have some rust buildup.

What is the best method to clean both the inside and outside of these rims?

Are they aluminum or steel?

Using the word 'rust' I assume they are steel. In this case, a picture is worth a thousand words, perhaps more.

I use wheel acid if they are not aluminum. You need high pressure water also.

I use wheel acid on aluminum and Turtle Wax Chrome polish on the chrome wheels

If you are sure the rims will be safe to use, my first thought is to have them blasted and then powder coated. Sand is probably a good blasting medium to choose for rims, as the steel is relatively thick.

Oh the stuff I use is super strong. It will etch most aluminum or dull it. I personally don't risk using it on them unless they are trashed. Just it makes real chrome crazy shiny in seconds.
