Cleaning rims

I just picked up a set of rims off a 2500 HD over the weekend for my son's C2500. The outside of the rims aren't too bad but the inside of the rims have some rust buildup.

What is the best method to clean both the inside and outside of these rims?

Using the word 'rust' I assume they are steel. In this case, a picture is worth a thousand words, perhaps more.

If you are sure the rims will be safe to use, my first thought is to have them blasted and then powder coated. Sand is probably a good blasting medium to choose for rims, as the steel is relatively thick.
