60/40 seat help

hello everyone, a couple weeks ago i was putting the 40 section of my 60/40 back to its upright position, and it wouldnt lock. i tried to get it to lock but got really annoyed so i left it. i have started looking for ways to get it to lock but no luck. the horizontal handle seems to be where the problem is. i can move both handles but niether will do anything. it goes all the way back and all the way forward. nothing appears to be broken under there, but the handle doesnt move anything under the seat when i move it. any help?
btw, the seatback just wants to be all the way forward, and the seat moves forward and backward on the tracks fine. pops once in a while but i didnt notice any pop noises when i noticed it wouldnt lock in the upright position.
