Cleaned them up some and inspected them a bit. The passenger side cleaned up fairly well, but the driver side has obviously had water in it. Part of the mounting flange for the bulb is busted and it appears this went unnoticed for a while before being replaced, allowing water and dirt into the housing during that time period. As is, the bulb still seals well and is held in tight. Neither of the bulbs appear to be burnt out but they're mismatched and if I were keeping it I'd probably replace them. Taking the lens off and cleaning the inside of it as well as the inside of the housing would likely work wonders for it.
