Radio Clock Stuck at 1:00 and Radio Frequency Stuck At 98.1 Issue

Hi all. The 88-94 CDM's with EQ. My model number is 16169561. Has anyone figured out the fix for this problem, other than replacing the CDM? There has to be a simple electronic component failure that is causing it. I've already re-capped the board and re-flowed the most likely solder...
