Having issue with a new HEI distributor ... there is no pulse from the tach terminal. Do I need to tie the batt terminal to a 12v source?

I am going thru the electrical system and discovered a 1.2 amp drain on the battery. As I started to track it down I was unable to find the fuse box but I found this under the drivers side dash behind the parking bread. It looks more like a junction box. There were no fuses or labels. Is...

Here is a couple of pics of the spun bearing and scored crank. There was a lot of evidence that the transmission was ready to fail (metal particles in the oil). The rear end had been replaced as well. I concluded that the drive train had been severely abused.

actually it was the owners teenage son ... nuff said. I am farther along with the build as it began two years ago. New 350 crate motor, new 700r4 transmission and a new fitech 4 barrel fuel injection system. I will post progress pics in the next few days.

1988 Chevy C1500 350 CI 104k miles. Previous owner ran it with out oil until engine seized.
