Help with o2 sensor testing

96 chevy 1500 5.7 dual exhaust with generic cats, still has 4 o2 sensers I am getting codes p1133 and p0135 (heater circuit fault bank 1 sensor 1) I tested the harness on the drivers side after the cat and it only shows 10 volts. Does anyone know why this would drop just 2 volts? any...
