there is no testing for vehicles here. we dont have strong laws for vehicles in Russia, but vehicles tax is awful and stupidest thing here. No limits for age of car, engine size and so. By the way, they explain vehicle tax as a refund for injuring roads, caused by powerful cars lol

they go by factroy rated hp :) testing vehicle at aproved by goverment organisation costs alot of money and registering results and changing tax for tested vehicle is almost impossible to do... you need to have "good friends" in difficult structures of power/goverment. at least it can take year...
