That looks like a factory block heater. See if there is a flat bladed screw in the middle. If so, carefully try turning the screw to see if that tightens it up. I had the same issue with my 1998.

I've been all over the internet trying to figure out if I need to drop the oil pan, or not, in order to install the timing chain cover. I'm getting a Doorman one piece plastic cover. FWIW, I recently replaced the oil pan gasket with a Fel-Pro gasket. What say you?
One other question. I've read that the minimum fuel pressure is 60 lbs for a 1998 chevy pu with a 305. Mine is showing 58 lbs which the shop considers minimal. It hasn't started when it gets below 50 or so. It finally started today when it got above 50 or so.

Update: Today I've been trying to start it, occasionally, and finally it warmed up enough outside to get it started. At first it stumbled and then after it got enough fuel/pressure it fired up. There was a little bit of stumbling, at first, but then it started running fine. No issues.
