Hole to the right of the plate is for the spare tire drop/removal unless you have 25 gallon fuel tank with spare mounted inside. Factory exhaust should exit right rear not the back. I have seen models with single 3in or dual 2.5 exiting right rear behind wheel.
Check the brake light switch trigger Pin (or stud) at the top of the brake pedal just below the pivot pin if it is bent or loose it will cause the whole assembly to move forward and backward and not trigger the brake lamp.
