Taking apart belt buckle receiver

Does any one know how to do this? I have a 90' GMC Sierra that my seat belt buckle button is stuck down and I can't for the life of me get it to pop back up I think some stuff came apart inside of it from what I can see and I'm looking to take it apart to fix it so it will work again any help is...

454s - What kind of MPG are you getting?

454/4l80e 4.10s 285's get roughly 9.5 in the city and highway my truck stays around 2200ish at 70 so I tend to drive 63 to 65 and keep it under 2000
