What can be done about this flaking?

I was going to go over the rails with my stepside until I pulled the liner and realized my bed is complete garbage behind all hope of saving lol.

That's my fear, I haven't looked under mine yet

Thank you guys for all the help and ideas. I'll see what the body shop says this week but it looks like a liner will be the route I'll go.

Saw my guy today. He said if I can get back to him in two weeks he and I can on a weekend fix it the right way and repaint it, no charge.

Yeah he's a real laid back kinda a guy. Doesn't even own a cellphone. I'll take some pics of the process and put them on here. Thank you guys for the input!
