What is this called and where can I get one?

I tried looking on the AC/Delco site as well as others which is why I need to know the name or part number to try and find it. I've got parts books for 1992-1993 as well as the complete parts software virtual machine covering all of the applicable years from eManuals and I can't find that part anywhere.
I'm surprised that it is so hard to find knowing how GM put a part number on everything. I honestly thought someone would quickly come back and tell me all about it. That's not a knock on anyone here, just an expression of my surprise that it's not an easy to find part.
