Replacing truck bed

I have a 1990 Z-71 Chevy Pickup with the rear fender rusting through. I have noticed that later model Chevy/GMC truck beds don't have the same problem.
Does anyone know what year GM corrected the rust problem around the rear fenders?
I will be replacing the bed but do not want the rust problem again. The truck was purchased in the south and has never been on salted roads.
Also, what year model beds will fit on my 1990 short bed Z-71?

Any 88-98 short bed will fit right on. I think around 95 they might have put some extra protection down by the lower edges, but not around the wheel wells.
