One point for the discussion, a '92 has a 4L60, not a 700R4, and it's slightly more than a name change, but I'm not sure what the differences are. I think the changeover year was 1990, and the changeover to the 4L60E was 1993.

Here's what I built for my Stepside (Way Cool Jr), and I'm pretty certain it's making above your requirements:
350 4-bolt main TBI block, honed, but no overbore
Factory Vortec heads, 062 castings, no porting, no machining
Factory crankshaft
Speed Pro H345DCP flat-top hypereutectic pistons - 9.5:1 compression ratio
Speedway Motors 5140 steel I-beam rods, 5.7", bushed pin
Lunati 20080720, advertised duration 262/270, lift .507/.515
Factory roller lifters, dog bones, and spider assembly
Chevrolet Performance 12499224 LS2/LS6 valvesprings
Comp Cams 787-16 steel valve spring retainers
Comp Cams 648-16 race valve locks
Proform Parts 66914C extruded aluminum roller rocker arms
Summit 226018 Stage 1 dual-plane square-bore intake manifold

Here's what I did with the old motor, and it might be right at your requirements, but I haven't fired it up yet:
350 2-bolt main TBI block, .030" overbore, no roller provisions
Factory TBI heads, mildly ported, swirl ramps left in place
Factory crankshaft
Speed Pro H345DCP flat-top hyperuetectic pistons - 9.5:1 compression ratio
Speedmaster PCE274-1001 Procomp I-Beam Connecting Rods, floating pin
Enginetech ES179R "L79 copy" camshaft, .223° @ .050", .447" lift
Summit HT817 hydraulic flat-tappet lifters
Melling VS380 valvesprings
Melling 475074 retainers
Melling VL200 keepers
Factory rocker arms
Edelbrock C3BX intake manifold (vintage manifold)
