I would be surprised if you found one that the belt didn't melt out of. The decks are pretty easy to take apart so you can replace the belt. The clicking you hear is most likely the solenoids trying to engage the transport mechanisms, but without the belt to wind up the gears, it won't do anything. One of my auto decks works, but the belt is too loose so I have to force it to eject tapes, but everything else works. If I were to replace the belt with one a bit tighter, it'd probably work like new again.
