Turns out the cable was jammed in it's sheath. The grille that's installed temporarily is cracked so I was able to flex it enough to get the 2 latch bolts off and pop the hood up about 10CM, where I was able to pop off the cable. I can't move the cable at all from inside the sheath, so time to clean the latch and re-lube, and buy a new cable(shoulda grabbed the cable from the parts truck before it was taken away)... Oh well, I won't go on any fast roads until it's replaced. Thanks for the help
