95 column problem

i have an issue i cant seem to figure out. when i bought my truck, the key would never turn all the way off. it will turn back to accesorry, and shut the truck off, but never locks the column, and my prndl indicator is always lit up, and even without the key, i can start the truck.

i replaced the shift cable, because it needed it, and the lock cylinder, but something just doesnt seem to click off like it should, its like im turning the key back while its still in gear or something, when im in park.

I seem to remember something about a park/safety solenoid in the column which can goof with the key and shifter.
