95 chev 350 tbi starting problem

New battery drove it the other day and parked it went to get back in it and when you turn it to start doesn't click or anything. took the starter out and had it tested and it was bad so replaced starter and still won't roll over or even click. Crossed the starter bolts over with a screwdriver and it rolled over but does nothing when you turn the key. Do I need an ignition switch? Anyone have any ideas

First thing, lift up on the shifter handle and try to start it at the same time. If that doesn't do it, check for 12v at the small terminal while someone else holds the key in the start position. If no power work your way to the neutral safety switch then the ignition switch until you eventually get power one side of a switch and not on the other.
