6.5 24 v wiring diagrams

Im having some trouble tracing some voltage and wiring issue's. I just picked up a 2000 cucv k3500 dually 6.5 with a 24 volt starter. The batteries are run in series and both read different voltages. The alternator is only run to the positive on the passenger side battery. Some of the wiring looks to be botched. Does anyome have any idea how the charging systems wiring should be run?

Its not 24 volts entirely. Just to the starter is 24 volts. Each battery read the alternators output of 13-14 volts.

That is normal. The 12 volt batteries should be wired in series to achieve 24 volts. Some vehicles have series/parallel switches to achieve 24 volts for starting.
