Oil pool on intake manifold bolt area

I am noticing oil pooling around one side of my intake manifold bolt. I have tightened the bolts but still get oil periodically. I have replaced both sides gaskets of the valve covers and also replace PCV valve. Possibly the manifold gasket?

Is this junk? Lower intake manifold swap
