The passlock system was introduced earlier in the gm market but was not used in the truck series until 97 when they installed for the first time with the third door as well. All gm gmt400’s cluster do have the security printed on them. My 95 and my 96 has it as well.

Take the bed bolts out and jack up the bed. Don’t cut wholes or bolts unless you can get to the nut I see de the frame that is spinning. It’s not hard to remove the bed bolts and have a few people help lift it up.
