I always thought it was a combined GVW of 26k between the truck and trailer. Meaning that if your Cummins has a GVW of (let’s just say 10k), you can legally pull a trailer titled at or below 16k? I’m probably wrong, you do a lot more towing than I do.

My old ram was rated for just under 15k and my livestock trailer was rated at 15k so technically 30k but if I'm right it's as long as your total weight is under 26k. Although I know I've been way over, truck trailer and 18k lbs of cattle.
