The bolt that goes through the floor for the passenger "clip" part is stripped. it looks like it used to be a torx head, now its nothing! What are my options to getting this out? Do I need to weld a bolt to it or something easier?

Gripping it is not an option. It has a rounded head on it, no flat sides at all.

Could you grind/file down a couple of sides to make some flat spots?

If all else fails, drill it out some and turn a bolt the size of your drill bit into it then weld the bolt threads to the head of the bolt.
