Broken seats can be fixed. Not hard to tear them down to the frames. Or an upholstery shop can pull the driver's seat apart & go through it easy enough.
Could be in the mechanisms (replaceable/fixable) or in the frame itself. Noithing a bit of welding won't cure.
Buying used seats would be cheaper & easier, although you could just be buying more probs. A good inspection will tell. Be aware of creaks, groans, flexing issues & clicking noises when run through their motions.
Electronics can be checked with a 12v power source. i.e. 'jump box'. The electric switches on these seats can be problematic. A tip. Passenger seats get used much less. The switches are usually in better condition & can be swapped side-to-side.
There are Co's out there that make new seat covers/skins.
New seat bottom foam is available, too. Not aware of any making seat back foam, though.
Even still, a good upholstery shop can repair & rebuild seat back foam.
All depends on how much you want to spend & how nice the truck is.
