I copied-and-pasted the text from the article. It's weird because it's not behind a paywall for me (and I'm not subscribed to that website).
Thanks for that. Sounds like Deputy Almendarez was one of the good guys. This type of crime is easy to commit and very lucrative, and that makes criminals bold.

Theft of catalytic converters was out of control around here for a couple of years. The Ins. Co. was paying out on 20-30+ stolen cat claims a week, across the province.
Thieves caught on video, any hour of the day.
Some were caught & directly confronted by the vehicle's owner.
More than a few of those owners were not only physically threatened (Some with the cat itself!) but were actually attacked & put to the ground by the scumbags, in the owner's own driveway.
Used car lots, apartment underground parking garages, whole floors of multi-level downtown parking, hit repeatedly.
All caught on video. ...and the guys doing the stealing were so nonchalant about the whole thing. No rushing the deed. No looking over their shoulder.
Like they didn't even care if anyone saw them or not.
One retirement home had their bus' cat taken 3x in 7 months. The last time was the night after the 1st lock-down was lifted.
Just when all the retirees were finally allowed out of isolation & were looking forward to a planned day trip beyond the four walls they'd been staring at for months.
The general public was pissed!
So, the Gov. now requires any & all of the recyclers that accept cats have to record I.D.'s & take a pic of the person with the cat.
Cat theft dropped by 1000% within a week.

On second thought don't. The worthless P.O.S. will survive and sue you. Criminals have more rights than actual humans.

I love the Nitro glycerin idea. Also the collateral damage will be way too much.
It is so true with criminals always getting away with more rights than the victims.

Why not fill a jar with Howard Hughes liquid AND taco bell aftermath material? Trying not to encourage stuff that might get someone arrested but it's hard when the person committing the real crime is getting off with a check. Most people dancing around with gas cans and matches screaming paraphrased "Nickleback Side Of a Bullet" lyrics are getting released for being a criminal.
