Brake Problems...Please Help!

could this be the cause of my problem? is it safe?
1991 454 tbi I am having what I believe to be a vacuum leak (1k rpm idle, rough and hunting idle, very rough idle when in gear, surging when going up steep hills, low power). The idle does not seem to change when brake is applied in park. Brakes seem to work ok. The truck is new to me though...- 91bbc

Popping fuel pump fuse after new pump. Help troubleshooting
I have a 91 c2500 with the 454, 145k miles. I recently put a new fuel pump (delphi) in and it started up great and drove it to gas station to fill it up.
