window wont go down

the front passenger window on my 97 tahoe(power windows) wont go down. Its stuck in the up position i guess better than it being stuck down but the question is what could cause this? how would i troubleshoot this? it has been like that since i bought it. Also do all obs tahoe/yukon rear windows only go down a few inches? if not is there something i can do to make them go down all the way?
