Seeing as this thread is coming up on two years old, you might want to just re-check everything all over from the beginning, especially if it's been a while since some of these checks were performed.
Start with a known good battery that is fully charged and can pass a load test (you need to be sure about this). Then work your way towards the starter, checking both the positive cable and the ground path for voltage drop and/or resistance.
