The rep button is at the very bottome of each post in the lower left hand corner of the box that the members username is at. For example my stuff on the side im reffering to is:

Mean Green
I'm Awesome
{}{}
Join Date: xxxxx
Location:xxxxx
Posts: xxxxx
Rep Power: ***

The little star in the very bottom corner is how you can add reputation to the desired post by the member you want to rep. Do you see the bar that says: reply, reply with quote, etc? Look ALL the way to the left in that bar and you should see it! Hope this helps!

I'm pretty sure you can't give rep until you are a full access member, which is something like 50 posts or 3 months here, something like that. I remember I didn't use to have it when I first joined, but now I do.
