Question about cat.

Im pretty sure my cat is either bad or is leaking. So, I still need to to pass inspection but since the year (1995) its only a visual inspection. So my question is, can I just pound a section of pipe through the cat and weld it then weld the whole thing back on? I have a muffler so I'm not sure if back pressure would be an issue or not.

I would just knock the guts out. But I think there's a leak on the top of it. I'm not sure how the inspector missed that. So I will either get that fake cat or pound a section of pipe through it.
