So I can get 4 rims powder coated for $20 where I work. After reading around online I found some concerns about heating the rims up actually making them brittle and easier to break. Well I have steel rims and know that during the powder coating process they will be heated up to 430F for 18 minutes. Has anyone had there rims powder coated and had a problem with this?

Steel wheels have been powdercoated for years. There won't be a problem.

I am not too worried about the chipping. I am having them powder coated at BOSS Snowplows, and I am sure they receivers of the plows see more stones and scratches than the rims will.
